This the character Rosalyn from Larry Stroman's comic book, "Tribe." Respect to Stroman for being brave enough to design her the way he did. With a short afro and crazy hips and backside, she was the exact opposite of the comic book industry's standard of beauty. I don't think he ever reveled what her superpower was though....
